What is Modifier AR?
Modifier AR identifies physician services furnished in a Physician Scarcity Area (PSA) under Medicare's former Physician Scarcity Area bonus payment program.
The Medicare Prescription Drug, Improvement, and Modernization Act established a temporary bonus payment for qualifying physician services furnished in designated scarcity areas. Eligible primary care and specialty physicians could receive a 5% bonus for qualifying services.
Modifier AR was necessary in certain qualifying locations where Medicare could not automatically determine PSA eligibility from the service location's ZIP code.
